The AICPA Benevolent Fund was established in 1933 to assist AICPA members through temporary periods of financial difficulty. The fund provides support for meeting daily subsistence (living) expenses, and medical and prescription expenses that exceed insurance coverage brought about by serious illness, an accident or the death of the primary source of family income.

The June 30, 2009, deadline for filing TD F 90-22.1, Report of Foreign Bank and Financial Accounts, is fast approaching, and on June 5 the Internal Revenue Service conceded that the new FBAR definition of "United States persons" requires additional guidance. Therefore, the IRS is temporarily allowing filers to use the old definition, meaning foreign taxpayers are relieved of their FBAR filing requirement. This relief applies only to FBAR filings due June 30. As a reminder, June 30 remains the deadline for filing and reporting a financial interest in or signature authority, or other authority, over any financial account in a foreign country if the aggregate value of these accounts exceeds $10,000 at any time during the calendar year. The IRS will issue guidance for future filings.

Securitizations, Special-Purpose Entities Get FASB Standards

Two standards from the Financial Accounting Standards Board will change accounting for securitizations and special-purpose entities and will require a number of disclosures. Such changes were proposed to "address concerns about companies who were stretching the use of off-balance-sheet entities to the detriment of investors," FASB Chairman Robert Herz said in a statement.

IASB Proposes Guidance on Fair-Value Accounting Rules

The International Accounting Standards Board published draft guidance on how businesses should apply fair-value accounting principles to assets and liabilities and asked for comments on the document. The proposal departs somewhat from the fair-value guidance of the Financial Accounting Standards Board, but the IASB said the differences between the two are minor. If approved, IASB's version of FAS 157 and matching definitions of fair value will become part of IFRS.

It supersedes Statement on Auditing Standards No. 112 and establishes standards and provides guidance on communicating matters related to an entity's internal control over financial reporting identified in an audit of financial statements. The AICPA has created a FAQ sheet to help you understand SAS No. 115.
